Winning both the Open and Pro Junior divisions during the 2023 Kneeboard Surfing USA Titles and Kneeboard Festival, 24-year-old Kevin Skvarna of San Clemente made history as the youngest competitor to win the event, which ran for the first time in 2003, Jake Howard reports this week.
