Letter: Please, Refund My Water Penalty
Brad Malamud, San Clemente On Monday, the city received recognition for water conservation. Then, the City Manager informed us penalty refunds would not be made. Instead, the penalties would “be used for other conservation throughout the City.” There was no discussion of a refund. Spending penalties cannot be condoned as legal, moral or ethical.
